Nowadays, local authorities face significant challenges as economic, social and environmental issues abound. The latter has become increasingly prominent in recent years, as climate experts warn about the urgency of climate change, particularly in areas such as the Mediterranean basin.
These environmental challenges are accompanied by changes in territorial governance, particularly through the development of citizen participation which leads local authorities to rethink their approach to governance. Since the 1990s in Europe, new modes of governance have been developed, based on the network theory and involvement of citizens and stakeholders as co-creators and co-producers of public policies.
In this context, public-private-civil-partnerships (PPCP) are being developed. They consist of collaborative approaches between public (local authority, university, etc.), private (SMEs and others), and civil society actors and use new collaboration methodologies based on the notion of collective intelligence, such as Design Thinking and Living Labs. These collaborative approaches can support citizen participation in the definition of territorial policies.
One of the key aims of the C2IMPRESS initiative was crafting a methodology to foster engagement among public, private, and civil society actors in discussions on natural disaster resilience. This endeavor manifests through PPCP workshops facilitated by the Artelia Group, actively involving members from the C2IMPRESS’ four Case Study Areas (CSAs) such as Egaleo in Greece, Balearic Islands in Spain, Centro Region in Portugal and Ordu in Turkey.

To inform and aware more about the PPCP approach in the C2IMPRESS framework, C2IMPRESS is excited to announce its 3rd public webinar: "Engaging multi-stakeholders in the co-creation and co-design of disaster management solutions: the Public-Private-Civil Partnership (PPCP) approach in C2IMPRESS".
The objective of this webinar is to present the Public-Private-Civil Partnership developed by Artelia in the context of the C2IMPRESS project, as well as its conditions of implementation in the different CSAs of the project.
The webinar, which will last approximately an hour, will commence with a short presentation of the C2IMPRESS project and an introduction to the webinar speakers by Cenk Gureken (C2IMPRESS Project Coordinator and moderator of the webinar); followed by Artelia, the partner in charge of developing the PPCP approach. Juliette Rimlinger, along with Alexandra Jaumouillé and Mariana Carrillo will jointly present the PPCP approach and how it is relevant to the topic of natural disaster management. Artelia will then discuss how this PPCP approach can be applied to the co-creation and co-design of a new polycentric governance framework for disaster management. The floor will then be given to the Case Study Area (CSA) of Portugal, to be presented by Ana Catarina Zozimo, who will present how they set up their first two PPCP-Living Labs workshops. This case study will provide an opportunity to discuss the difficulties that CSAs may encounter in implementing this approach. The webinar will conclude with a Q&A session moderated by Catherine Freissinet, C2IMPRESS project manager at Artelia.
